Reinhard Höhn (1904-2000) est l'archétype de l'intellectuel technocrate au service du IIIe Reich. Brillant fonctionnaire de la SS - il termine la guerre comme Oberführer (général) -, il nourrit la réflexion nazie sur l'adaptation des institutions au Grand Reich à venir - quelles structures et quelles réformes ? Revenu à la vie civile, il crée bientôt à Bad Harzburg un institut de formation au management qui accueille au fil des décennies l'élite économique et patronale de la République fédérale : quelque 600 000 cadres issus des principales sociétés allemandes, sans compter 100 000 inscrits en formation à distance, y ont appris, grâce à ses séminaires et à ses nombreux manuels à succès, la gestion des hommes.
Ou plus exactement l'organisation hiérarchique du travail par définition d'objectifs, le producteur, pour y parvenir, demeurant libre de choisir les moyens à appliquer. Ce qui fut très exactement la politique du Reich pour se réarmer, affamer les populations slaves des territoires de l'Est, exterminer les Juifs. Passé les années 1980, d'autres modèles prendront la relève (le japonais, par exemple, moins hiérarchisé).
Mais le nazisme aura été un grand moment managérial et une des matrices du management moderne.
